Kennan was a Russia expert, not an Asia expert. He epitomized the State Department viewpoint that MacArthur had always criticized, of seeing everything through Eurocentric eyes--indeed, racist eyes (as the release of Kennan's white supremacist diary entries after his death makes obivious).
